I didn't know who to turn it in to, or where they were, so, this is for others in my situation: Quest-giver Magistrix Fyalenn is at 45,81 -- standing in front of the Seer's Library on Scryer's Tier. Quest gives 11,000 xp (at lvl 64) and 250 Scryer's rep.
